Identify all three key interest rates#
The ECB publishes the deposit facility rate, the rate on main refinancing operations and the marginal lending facility rate. Under the current operational framework, the deposit facility rate steers the monetary-policy stance. List all three values and the date on which changes take effect rather than reporting only one headline rate.
Read the same-day decision as a package#
The monetary-policy decision explains the rates and can include guidance on asset holdings, reinvestment or other balance-sheet instruments. The press conference then provides the policy assessment and answers. Operational tools should be described separately from forecasts about future rates.
Staff projections are conditional outlooks#
ECB or Eurosystem staff projections are published four times per year. They describe a baseline outlook under stated assumptions and can change as data, energy prices, exchange rates and financial conditions change. They are not a promised rate path or an instruction for the next meeting.
Meeting accounts arrive about four weeks later#
The account of the monetary-policy meeting summarizes the economic and monetary analysis, policy options and discussion. It adds retrospective detail after the same-day communication. It is not a new vote and should not be labelled as if it were an immediate press-conference transcript.
EUR/USD has two policy sides#
EUR/USD compares the euro with the US dollar. ECB communication can alter euro context, while Federal Reserve expectations, US data, global risk conditions and dollar liquidity can offset or amplify the move. A euro-positive policy interpretation does not determine the pair by itself.
A neutral ECB workflow#
Record the three rates and effective date, separate rate and balance-sheet decisions, read the press conference, identify whether staff projections were published, and return to the later account for discussion detail. Quote movement remains indicative context, not an entry, stop or target.
